No, but removing from unstable make it harder for an (unlikely)
last-minute bugfix in linc, but most importantly, since linc is indeed
quite outdated, it'd be *good* to have it removed from testing. I think
it'd be best to file important bugs on all depending packages, asking
them to rebuild to drop the linc dependency, and NMU those packages
shortly after so that linc can get dropped. Whether those "please
rebuild" bugs would be release-critical is an RM decision to make, I'd
vote 'yes'.
