I can't find this change in the diff, nor indeed anything matching
/\<nl\>/. Are you sure it got made properly?

This isn't great English; perhaps try this instead:
"In conjunction with the \fI-r\fR option, allow changing the user ID to
a non-unique value".
Also, the -r option is not documented in usermod(8), so it doesn't seem
to make a lot of sense as it stands.
