This is not acceptabel, because many console programs 
do not support UFT-8 and run into trouble...

The console will be unusable...

I have tried de_DE.UTF-8 but failed with a couple of programs 
I use regulary. 

Now I am using iso-8859-(1,6,9,15) seperatly and it works perfect.
