ObVious: So that other people can get it. If you want to beta test a new toolchain for Debian, you want to run it over everything in unstable anyway, not just the random stuff in experimental (that mightn't build with the regular toolchain anyway, afterall), which means setting up your own pbuilder or whatever. Putting the stuff in experimental means it's mirrored, easily accessible, authenticated, bugs can be filed on it, and so forth. It _could_ mean that you can Depend:/Build-Depend: on it more usefully, but I don't know that that's really worth stressing over.
