Firstly, that change wasn't complete by the date of the base freeze.
Secondly, everything with priority >= standard was frozen in addition to
what debootstrap installs. See
http://release.debian.org/base-standard-freeze.txt for the complete
list, which indeed includes quik.

There's already a bug on ftp.debian.org (#278187) to have the priority
changed. Fortunately, the current quik maintainer scripts check the
subarchitecture themselves to avoid doing harmful things on other
systems.
