This is wrong, whether or not packages are in testing does not matter.
See [1], the testing propagation scripts only check whether all binary
packages for release-architectures in unstable are in sync with the
latest source in unstable. So an obsolete (old) binary package in sid
will always prevent propagation (unless it's hurd or sh).
