Your release manager publically stated they "do require that packages 
build from source in the same distribution (i.e., sarge)".

If you call this stupid, please discuss it with your release managers 
(debian-release Cc'ed).

It's a known bug in the testing scripts that they don't handle build 
dependencies as dependencies resulting in such bugs.

If the first bug report wasn't falsely reassigned to ftp.debian.org by 
_you_ I woulnd't have sent the second one.

But if the same problem re-occurs, I'll refile such a bug.
If you disagree, please convince your release managers that sarge 
packages do not have to be buildable inside sarge.
