I'm not sure if you're still looking for release team approval, but your
plan does look correct to me -- with the caveat that making the
kdebindings upload dependent on ftpmaster NEW processing is sure to
introduce some delay. If you have time, you might consider uploading a
fixed 3.2.3 package to unstable, to bypass the NEW wait.
