No, this is not the case.

The expert restrictions which prompted the non-US archive still exist,
they have only been relaxed. According to the lawyer which the Debian
project consulted at the time, we could move Free Software packages to
the main (as in, not the non-US) archive if certain conditions were met;
however, this was not true for non-free software.
