What is the use of these pre packages of you also install the
final 2.2.19?

This would move nedit from non-free to main for all archs except
for sparc; does that mean its source will end up in two places,
or will sparc people have source but no binary? (I also wouldn't
qualify this as release-critical)

Without this mtools would not work on arm at all, I would qualify
that as release-critical considering arm is a released archictecture.
