Please use "Imports: XML (>= 3.98-1.3)" since XML has dash in version string

Hi Emmanuel,

I'm aware that R does not make a distinction between '-' and '.' in
version strings.  However, if we use 3.98.1.3 in the Debian package this
is considered a higher version than the current 3.98-1.11.  That's why
it would help if you could stick to the same spelling as the XML author
has choosen to enable us generating versioned dependencies
automatically.
