Hi Ondřej,

I took the freedom to move r-cran-rpostgresql from collab-maint on
Alioth to r-pkg-team on Salsa[1].  It turned out that the package was
outdated and I did my best to update it to latest upstream and recent
packaging standards of r-pkg team.
