between plasma-workspace and kwin i have not installed any other packages between reboots which is when i first noticed this bug. i will try debian 13 kde live cd before installing to another partition to see if the issue presents on that, if it does not, likely an issue with my current install.

You should need kwin-common, kwin-data, kwin-wayland, kwin-x11 and libkwin6.
