My first guess would be an issue in kwin.
Could you try reinstalling 6.3.5 packages from [1] and see if it fixes your issue ?
If yes if would be useful to identify if the issue is in kwin 6.3.6 or due to one of the patches I backported from 6.4.
Either you feel comfortable building Debian packages yourself and you can try disabling all patches to get an exact 6.3.6 upstream package, or I will create these packages myself for you to test.
