Bug#940214: plasma-discover: Feature request: handle apt:// URLs

Today pabs (CCed) asked on #debian-kde if anything in KDE supported apt:// URLs.
If something did then packages.debian.org could then include this kind or URLs,
as currently only gnome-software supports them.
I found out https://help.ubuntu.com/community/AptURL which refers to a software
package only in Ubuntu. Anyways I went ahead and added the scripts in
https://help.ubuntu.com/community/AptURL#Konqueror but on /usr/share/kservices5/
and, even if the .protocol files link to apturl, it made konqueror open
plasma-discover.
Is it possible to add (proper) support for this?
