Yes, and that's exactly one of the issues, and not the first time this
issue happens. Since these packages are (still) team-maintained,
uploading things without checking
a) what is done in git
b) what was already uploaded, and/or stuck in some queue somewhere
is not really acceptable. Please be respectful of other people's work.

The point is not this. The point is that somebody else did work, which
is ATM stuck somewhere for "review", so pushing more work based on
things that may change is not a good idea.

breeze-icons contains only an icon theme, so I don't see even the
"urgency" nor the pressure to push things like that. I would have
updated it to a newer version, in case the rest of frameworks is
uploaded to unstable before 5.28.0-2 is out of NEW and migrated to
testing.
