Hello, I have very similar problem with openvpn. I have two openvpn tunnel configured via NM editor, one is configured with certificate and private key isn't secured with password and I'm able to establish this tunnel. Second one has private key secured with password and I'm not able to connect. Every connection attempt ends with "needs authentication" as a status of VPN in connection list, and after while popup message tells me that "Necessary secrets to the VPN connection were not provided". It doesn't matter if I have configured the connection with certificate password stored in configuration, or if I have "always ask" instead of "stored". And after that attempt nm-openvpn-service is running and generate 100% cpu load and I must kill it, because it overloads my system.
