* What led up to the situation?
Updated the package from sid partially solved the problem: as said by Scott
I had to run manually from a terminal (process was not running), then next login
there was the process. The problem with me is that windows have black decorations:
a big black bar on top of window which cover all buttons (if disabling effects); with
effects enabled the bar is transparents, and buttons too.
I didn't do all upgrades from sid, just kde-window-manager and kwin-x11;
kde-plasma-desktop had too many conflicts to be updated as a standalone without
uninstall too many things.
