I think this is a transitional issue. New Plasma 5 / KF 5 packages seem to
have different organization for locale files and kde-l10n-lang is still
for KDE / Plasma 4.14.

I proceeded by removing the kde-l10n-de package for now.

I think this is a transitional issue, until the switch to Plasma 5 / KF 5
is complete.
