First of all, we do not have to nitpick all issues about in-testing or in-sid 
upgrades, only stable upgrades. When upgrading from KDE 3.5, a user will get a 
debconf note that it is not recommended to do upgrades when KDE is running. I 
think that's enough.

Now back to your original question, you should really read Debian's own 
release notes before complaining [1].

Seriously, you are not helping anyone with this trollish statement. If you 
can't live without "smart upgrade manager", you are free and welcome to work 
on it. But there is no bug as far as we are concerned (two arguments stated 
above).
