Bug#581523: phonon-backend-xine: doesn't play files with non-ascii characters in path

Hello,

amarok and bangarang refuse to play files if their pathname contains a non-ascii character (like č or ř) and the locale is not an utf-8 one. From strace, it seems they are trying to open the file using utf-8 encoded filename, which fails.

This seems to be related to this upstream bug, that has been fixed more than a year ago: https://bugs.kde.org/show_bug.cgi?id=172242
