When downgrading and upgrading kdebase and kdeprint I did a machine 
restart after the change.

I upgraded back to kdebase and kdeprint 4:3.5.5a.dfsg.1-4 and printing 
still worked.

I'm mystified as to why I had the problem in the first place.
