Bug#337924: libartsc0 should not compile in ltdl

libartsc0 should IMHO use the system libltdl and not compile in the convenience library.
=> in configure.in 
AC_LIBLTDL_INSTALLABLE should be used instead of AC_LIBLTDL_CONVENIENCE

Is there something related in the debian policy?
