Bug#334258: testing: kdelibs4-dev outdated, depends on old kdelibs4 versions, both install *and* downgrade impossible

It looks like you must have installed the security updated kdelibs-bin and 
kdelibs4 from stable.  Do you not have stable-security in your sources.list 
anymore?  apt should be pulling kdelibs4-dev 4:3.3.2-6.2 from there which 
should install fine.
