Bug#233562: kdm: /etc/pam.d/kdm includes common-* which are not available

Not anymore, because I installed libpam-runtime in the right version. 
But kdm only depends on libpam0g (>= 0.76) which doesn't suffice to
get the common-* files in /etc/pam.d. Quoting the PAM MiniPolicy:

    Applications need to depend on libpam-runtime (>= 0.76-14) to
    guarantee that /etc/pam.d/common-* exist.

(see /usr/share/doc/libpam0g/Debian-PAM-MiniPolicy.gz).

So I think it would be the right thing(TM) to add that dependency to
the kdm deb.
