kmail won't to cached-imap accounts; when I launch it I get this errors
on the terminal

$ kmail

Exporting LC_ALL=3DC doesn't make kmail complain in English so here's a
(inaccurate) translation:

  it's in kmail's Recommends. you can see some discussion about the
  issue in bugs #269038 and #266603 (see messages by Daniel Schepler,
  who is the maintainer of the package).

  there was also a thread in debian-kde back in August [1], with a
  followp [2] on September.
