CVS commit by mornfall: 

- add a sucky PkgStatusFilter (needs rewriting, this is just for testing)
- move CommitStatus into its own file
- call the CommitStatus hooks from PkgManager::_commit
- list more include files in Makefile.am (still needs checking)
- update TODO
