Bug#223453: kdelibs4-dev should depend on libqt3-mt-dev !

I can hardly believe this hasn't been noticed before, but kdelibs4-dev
should of course depend on libqt3-mt-dev. I think this is causing
build failures on a mips buildd, at least here:
