I think I would put the planned_release into the stages.

I wonder if the set of stages and their meaning will be the same for
every release, i.e. should the tracker infer that new upstream releases
should go to experimental only due to the stage name, or should the
stage YAML include some of the info from the freeze policy document and
the tracker use that to infer which actions to hide or adjust?
