Try setting up an SSH SOCKS proxy to the machine, set Firefox to use
that proxy (socks5://127.0.0.1:8080) and see if you are still getting
the problem.

BTW, packages.qa.debian.org is on the same physical host as
tracker.debian.org (just different VMs), so it is weird that one works
and the other does not.
