No, it's derived from Debian. It is not produced by the Debian project.
(Also "raspberry" and "raspbian".)

Yes, it is. http://www.raspbian.org/RaspbianFAQ explicitly makes it
clear that it is not an official port.

This makes no sense. The fact that Debian packages are built for some
ARM targets and Raspbian targets a particular ARM-based(ish) device does
not change the fact that Raspbian is a derivative that is not maintained
by the Debian project.
