You are mixing up linux and linux-base.

In any case, the latest version of linux-base still points to SVN:
$ curl -s http://ftp.debian.org/debian/pool/main/l/linux-base/linux-base_4.0.dsc|grep ^Vcs
Vcs-Browser: http://anonscm.debian.org/viewvc/kernel/dists/trunk/linux-base/
Vcs-Svn: svn://anonscm.debian.org/svn/kernel/dists/trunk/linux-base/
