Debian packages have to contain the following four files under debian/:
changelog, copyright, control and rules. PTS contains links to the
first two in the 'links' box. It would also be nice to have the last
two reachable with similar ease. Could links to these files be added
there?

This probably also means that these files should first be extracted
somewhere under packages.debian.org.

Those files are now available in tracker.debian.org which will replace
the current PTS.
