As a Debian developer or other interested party, on a source package
page I can see a summary of Debian URL Checker issues. (Ticket
migrated from Trello: https://trello.com/c/duNhR7pO/)
Acceptance Tests:
Retrieve the duck data from http://duck.debian.net/?format=plain
If the package is found in the list of packages with url issues, an
entry is added to the problems panel.
The entry warns that the URLs for this package had recent issues and
provides a link to the duck page for the package for further
information.
