Hello everybody,

how about storing the proposed watch files in a subversion repository writable
by all developers on Alioth ?  This way, anybody can propose a watch file,
anybody can remove it, and there is a trace kept of who did what.

I also have mixed feelings with what looks like a special priviledge for the QA
team.
