As the subject says, the ubuntu_upload_history table does not contain any
information about uploads to Ubuntu more recent than 2013-03-31

The upload_history table is also out of date, but I gues that's #702085. (There
are also, interestingly, uploads from 2019.)

I got impatient and implemented an unsatisfactory hack (monkey patching
to disable cert validation ...) to work around this. It's running now to
catch up and should be imported in the next several hours.

-done because the data should be up-to-date again, but still hoping for
a proper resolution.
