Bug#665247: PTS: suggests packaging new upstream that was already packaged

Package: qa.debian.org
Severity: normal

Something seems to be confused about the logic that adds "A new upstream
verison is available" to the Todo section on the PTS. See webauth:

    http://packages.qa.debian.org/w/webauth.html

Currently, Todo says:

A new upstream version is available: 4.1.0, you should consider
    packaging it.

but per the top of news:

[2012-03-17] Accepted 4.1.0-1 in unstable (low) (Russ Allbery)

(which was five days ago).
