It is true, and not only in the weird cases (as the kernel you
mentioned). Think about dependencies, in most of the cases they are
expanded using substitution variables ${shlib:Depends} which can vary
widely from arch to arch, even only because of out of sync updates on
the buildds.

If you generalize this, substitution variables can use to produce way
different binary packages.
