Bug#559419: DDPO: Invalid link to changes file for packages in NEW

Hi,

if an upload sits in NEW for approval by the ftp masters, it version is
shown below the version available in unstable, and linked to some file
on ftp-master.debian.org.  This link is broken.

Take for example my [1]DDPO page: Currently Gnucash 2.2.9-2 sits in NEW
and waits for ftp masters.  This version number shown in the table is
linked to the page [2] which doesn't exist.
