Bug#479536: qa.debian.org: incorrectly handles non-ascii characters in maintainer name

Maintainer name is displayed incorrectly when it containes non-ascii
characters (in comments that are displayed when placing mouse pointer
over version number of a pacage). This can be seen on my maintainer's
page (http://qa.debian.org/developer.php?login=eugen@debian.org), for
latest versions of fntsample, kdrill and systemtap.
