Bug#479166: qa.debian.org: [uninstallable] needs an explanation of what prevents installation

The "uninstallable package" report accessible via the developer's 
QA page is currently useless, because it doesn't explain WHAT makes
installation fail.

Because dependencies are out of sync on that particular architecture?
Because a dependency has been removed and can no longer be satisfied?

A format similar to the "Excuses" report would be desirable to fill 
this information and show e.g. which dependencies are missing.
