My bad, I forgot to include the orig.tar.gz in the .changes.

Yes. These days debhelper marks files in /etc as conffiles, so it ended up twice
in the binary package's conffiles.
I always run it on the .changes which does source + binary.
I'll reupload as dicussed on IRC.
