Hi,
I've just found a bug regarding the handling of the email address.

Check, for example:

http://qa.debian.org/developer.php?login=gregor+debian@comodo.priv.at

See, email addresses like these really exist, and work, but seems
like the Developers' Packages Overview doesn't recognize it. In fact,
it shows two "summaries", one for gregor@debian.org and one for
debian@comodo.priv.at.

Yes, this is the bug in that changelog.debian.net website. Unfortunately I 
cannot reassign that, since debian.net sites are "unofficial" sites run by 
any Debian Developer.

I'm cc'ing this to the responsible developer, Andrew Pollock, but closing the 
bug otherwise. If you encounter any more occurences of unencoded URLs being 
formed, please report it against the respective generator.
