I've seen this behaviour only on search engines. Could you point me
to the spec you all are talking about? :)

"Within the query string, the plus sign is reserved as shorthand notation for a space. Therefore, real plus signs must be encoded. This method was used to make query URIs easier to pass in systems which did not allow spaces."

There may well be a more "official" description of the behaviour, but it's not the easiest thing to search for :-)
