Bug#395027: usercategories broken; sorting by tags does not work

Hi,

approximately between Oct 18th and 23rd, the usercategory feature of
the BTS broke, it is not possible anymore to sort bugs by a
user-defined list of tags.

The qa.debian.org bugs use that feature:

Previously, http://bugs.debian.org/cgi-bin/pkgreport.cgi?src=qa.debian.org
would show bugs for the pts, ddpo, etc. in separate sections. Now it
only considers pts bugs.

Similarly, http://bugs.debian.org/cgi-bin/pkgreport.cgi?src=qa.debian.org;ordering=qa-department
is also broken.

Explicitely using the default ordering (defined as "old" for
qa.debian.org) works:
http://bugs.debian.org/cgi-bin/pkgreport.cgi?src=qa.debian.org;ordering=old
