I've been trying moderately hard to get dhcp3 to the point where it can fully
replace dhcp in all instances. dhcp3-client is now the default DHCP client
installed in Etch, AFAIK. It was even being used by d-i for a little while,
but currently #398966 has given cause for d-i to revert to the only V2
package again.

I'm trying to get time to sort this out before Etch releases, but time is
rapidly running out.
