I would do both - with preferences to the url. But I want to see _my_
layout whenever I come to developer.php - independend from where. And
if I e.g. follow a link from the PTS, developer.php just can't know my
preferences what I want to see, unless there is a cookie. (Just take a
look at bts.turmzimmer.net/details.php - if you edit a setting, you
can set your user name to a cookie, and if it's set, it's used as
default in future. Hm, you probably can't try this feature unless you
add something to a bug report.)
