tex4ht in somewhat bad shape

I sent a followup regarding this bug, but haven't gotten a reply:

Indeed, the package has a lot of bugs open on it, and several requests
for getting the new upstream version into Debian.

My hope is that a new upstream version will make it so that this doesn't
break on ia64, and so allow darcs to build on that arch.  (I admit that
there are other workaround solutions open to me, but getting tex4ht
fixed would be the best).

The open bugs include a "serious policy violation", which upstream said
a long time ago that he would fix, and may (or may not) be fixed in the
new version.
