Bug#268612: qa.debian.org: developer.php is always around 23 hours behind

Since the last winter/summer time change the informations developer.php
reports are over 23 hours old. I guess it gathers its informations
shortly before the archives (unstable and testing) get updated. Shifting
the crontab entry 1 or 2 hours later should fix the problem.
