I do not /completely/ agree with that. There is stuff that is imho
completely ok for QA uploads that I would not consider ok for a NMU,
especially housekeeping stuff: Update Standards-version, package
description, fix typos, etc.

This is frowned upon for an NMU, because there _is_ a maintainer that
_should_ do this stuff (and expstected to).
